When things are going great and when things aren't, Psalm 105:4 says, to "seek the Lord and his strength; seek his presence continually!"
God is with us in the good times and the not so good times. But when it comes to us being with God it's a different story. I see many people who are with Him in the good times, but when the struggles come, they flee. And I see people who are with Him when the struggles come, but when things get good, they flee. Which way are we going to have it? Are we going to be hot one day then cold the other? That's called being lukewarm. God says, in Revelation 3:16, that being lukewarm (wishy-washy) is not good and He will spit us out His mouth. Thus, being hot and cold (lukewarm) depending on how the wind blows, is not being consistent in God. Being lukewarm is based on how we feel, not faith, so how can God trust us with anything when we don't trust Him?
Looking high means seeking God no matter our circumstances -- good or bad, bad or good. God is consistent and He wants consistency in us. Looking high means staying with God despite our conditions. Looking high means God will always be there no matter what. That's a promise He made to us in Hebrews 13:5.
